If you search the Constitution for where it gives the federal government any authority over voting (such as guaranteeing a “right to vote”), you’ll first find in Article IV, Section. 4. “The United States shall guarantee to every State in this Union a Republican Form of Government …” That’s a pretty broad statement. The dictionary defines “republic” thus: “a state in which the supreme power rests in the body of citizens entitled to vote and is exercised by representatives chosen directly or indirectly by them.” That leaves to the states to determine what “the body of citizens entitled to vote” consists of. Looking further, you’ll find some restrictions on what voting cannot be denied for (failure to pay poll tax, race, previous state of bondage, age and sex), but that’s all. Other than that, the federal government has no constitutional basis for interfering in any way in how states conduct their voting. - BK
